Deputy Director General: Property Management Deputy Director General: Property Management Description Role Purpose: Oversee the provision of the real estate management services that include acquisitions, leases-in and leases-out, property transactions (municipal accounts, property rates, taxes and utilities), inspections and disposals of the Company's owned properties. Principal accountabilities:Provide facilities management services for the Company's properties leased out to third parties.Manage the implementation of the Company's owned property portfolio and strategic framework.Manage the accuracy and quality of the Immovable Asset Register.Manage property information systems to support strategic decision-making processes.Facilitate investment analysis and property development plans and initiatives.Manage the compilations of C-AMPs for GPG and U-AMPs for the Department.Manage physical verifications, inspections, and safeguarding of GPG owned immovable assets.Oversee portfolio, programme/project planning coordination, system improvement, quality management (ISO 9001:2015), and strategic business intelligence across all provincial infrastructure and property management programmes/projects. Provide provincial strategic compliance management on safety, health, environment, risk, and quality management policy (SHERQ), OHS Act, and construction regulations.Establish Provincial SHERQ governance structures, monitoring mechanisms, and oversight interventions. Establish development of OHS plans, implementation projects, maintain health and safety systems and on-site health and safety compliance.Monitor and ensure the implementation of the strategic plans.Manage and direct the preparation, submission, and/or presentation of general/ad hoc reports.Provide guidance to personnel in terms of the service delivery plan, work plans, core business roles, and priorities of the Department through quarterly personnel meetings.Manage skills transfer between personnel in Branch and outside technical assistants and/or consultants.Plan and allocate work responsibilities and processes to control work performance including quality assurance. Manage funds in the Branch in compliance with the Public Finance Management Act and the Treasury Regulations.Limit underspending or overspending by the Branch in terms of the departmental budget allocations.Manage the effective spending of infrastructure grant funding.Align the strategic priorities and the work plans of the Branch and with the infrastructure work plans of the Provincial Departments [excluding roads].Develop operational plans for Branch and work plans for each Chief Director in the Branch.Manage written contributions to departmental quarterly progress reports, Annual Report, SCOPA, Budget speeches, Annual Performance Plan, etc.Minimum Requirements:Qualifications:A post-graduate qualification at NQF level 8 in Property Management/Development. A minimum of 8 years’ experience at senior management level. A valid driver’s license.Knowledge of PFMA, Treasury Regulations, and Division of Revenue Act. Public Service Act of 1994 and Regulations of 2016. Government Immovable Asset Management Act of 2007. Provincial Land Administration Act, 1998. Provincial Infrastructure Delivery Management System.
