The Knysna Municipality, which lies strategically within the southern region of the Western Cape, in the
middle of the Garden Route and stretches from Sedgefield in the west to Knoetzie in the east, requires a
suitably qualified and experienced person to lead the Administration of the HR department of the
Municipality as Manager: Human Resources. The successful applicant will be committed to achieve
Knysna's mission statement, viz:
"To provide affordable quality services, alleviate poverty, and facilitate social and economic development of the Greater Knysna municipal
area through integrated development planning, cooperative governance, skills development and the sustainable use of resources"

MANAGER: HUMAN RESOURCES
(Basic Negotiable between R358 392 and R465 264 per annum, Total Cost R516 858 – R654 977)
Requirements: Relevant Qualification in HR Management; Labour Relations Strategic Leadership; Transformational Leadership; Report writing
skills, Code B driver's licence, Supervisory skills, Good interpersonal and communication skills, Be able to work independently, Computer literate,
Fluency in 2 of the 3 regional languages (Afr/Eng/Xhosa), Good negotiating skills, Research/Networking skills, Strategic Leadership skills, Good
HR Legislative interpreting skills, Management and Change Management Skills, Planning & Organising, Conflict Management Skills. Candidates
must also confirm competence in the required Local Government: Municipal Finance Management Act: Minimum Competency Levels as per
Government Gazette No. 29967. Applications will be reviewed in line with Council's Employment Equity Plan and Targets.
Experience: 5 year's relevant Human Resource Management experience. Preference will be given to candidates with Local Government Human
Job Purpose: Provide strategic direction, management, control and leadership of Human Resources for the Greater Knysna Municipality with a
staff component of 690 employees and manage and co-ordinate all human resource functions and staff.
Duties: Develop and monitor Human Resource Strategy; Human Resources Budget Planning; Human Resource Planning; Develop and monitor
Implementation of Employment Equity Plan; Develop and Monitor Human Resource Policies and Procedures; Develop and Monitor Skills
Development Plan; Develop and Monitor Implementation of Performance Management System; Establish and Maintain healthy working
relations with unions; Implementing and Monitoring Human Resources Systems; Manage and Co-ordinate Human Resource Management
Functions and Staff; Develop and Ensure implementation of Occupational Health and Safety (OHS) and Employee Assistance Programme (EAP)
strategies; Develop and Monitor implementation of Diversity Programme.
