Power Africa is a US Government initiative that aims to advance Sub-Saharan African development through universal access to clean energy and achieve the objectives of ending energy poverty, accelerating a carbon-free future and bolstering competitive private sector investment and innovation in the energy sector. Power Africa's goals are to add more than 30,000 megawatts (MW) of cleaner, more efficient electricity generation capacity and 60 million new home and business connections) and programmatic variances. Power Africa Initiative Support Mechanism (PAISM) will provide a comprehensive suite of technical and advisory services to design and implement Monitoring & Evaluation (M&E), Collaborating, Learning and Adapting (CLA), Knowledge Management (KM) and technical tasks. The focus of the activity will be on providing support to the Power Africa Coordinator's Office (PACO) teams, which includes the Energy, Partnership, and Program offices, through targeted MEL/CLA advisory services; relationship management support; technical assistance, database management, and capacity building that improves organizational and development outcomes for Power Africa.

About the Position:
GPTech is hiring a Chief of Party / Senior Director to serve as the project lead on the anticipated USAID Power Africa Initiative Support Mechanism (PAISM) based in Pretoria, South Africa. The Senior Director will serve as the primary liaison with USAID on strategic, managerial, and technical matters, including responsibility for making key decisions and solving programmatic challenges. The Senior Director will lead a diverse team overseeing the core goals of the program to include; providing monitoring services, evaluation and assessment services, collaborating, learning and adapting services, knowledge management services, power sector technical support and guidance, database management, data collection, data verification, and data reporting. The program will support the Power Africa Coordinator Office that includes the Energy, Partnerships, and Program offices through targeted Monitoring and Evaluation/Collaborating, Learning, and Adapting advisory services; relationship management support, technical assistance, database management, and capacity building that improves organizational and development outcomes for Power Africa.

This position is contingent upon contract award and customer (USAID) approval. 

Responsibilities: Provide overall leadership, direction, and management of the project to ensure successful program implementation. Ensure quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to match USAID requirements. Provide strategic direction and management for work planning, performance management, strategic communications, contractual and budgetary aspects of program management, and timely preparation of the annual implementation plan. Drives the achievement of program results by ensuring the provision of timely, relevant, high-quality services and support to Power Africa program offices and partners. Serves as the primary point of contact with USAID on day-to-day activity, technical implementation, and program management. Leads work planning and oversees all project management systems including finance and administration, human resources, technical areas and implementation. Ensures USAID compliance and integrity of program operations. Qualifications:  Advanced degree in International Development, Finance, Business, Social Sciences, Political Science, Governance and Civil Society, or a related field.  Minimum of 15 years' experience of progressively responsible experience in international development required.  Minimum 5 years' experience managing and implementing development projects in the energy sector, preferably in sub-Saharan Africa. Previous experience managing USAID Power Africa, or other Development Partner-funded programs in energy, renewable energy, sustainable energy; M&E or CLA experience highly preferred.  Demonstrated program management and organizational skills in managing, implementing, and monitoring effective program budgets, finances, and personnel of projects of a similar scale and scope.  Demonstrated experience managing energy programs or programs with a Monitoring & Evaluation (M&E), Collaborating, Learning and Adapting (CLA), Knowledge Management (KM) component, providing technical and advisory support.  Demonstrated experience in working effectively with senior government representatives at the local, municipal, and national level, local and national civil society actors, donors, USAID or other Development Partner representatives, other implementing agencies, and other stakeholders.  Excellent oral and written communication skills in English required.  Thank you for applying and for your interest in Green Powered Technology.
