JOB PURPOSE:The P&C Skills Development Facilitator reports directly to the P&C Business Partner. The purpose of this role is to provide and facilitate learning information to internal and external stakeholders, as well as conduct a variety of administrative services within the Skills Development function whilst adhering to legislative requirements. Coordinate and administer all Learning & Development activities relating to employees.KEY ACCOUNTABILITIES:Learning and Development- Implements and ensures adherence to all training related policies within the global and local framework.- Manages and schedules training and development workshops and initiatives within the organization.- Supports managers with ongoing training related information relevant to their team as well as providing them with training reports for teams.- Ensures that all training processes are evaluated and meet SETA and organizational requirements.- Facilitate completion of meaningful individual development plans by employee in partnership with people managers- Ensure regular global training articles and best practices that are topical, relevant, cutting-edge, and aligned to best practice are shared with people managers.- Responsible for the implementation and roll-out of quarterly face to face induction program for all new employees.Manage SETA legislation reporting requirements.- Ensure that all SETA & legislative reporting requirements are met both in terms of content and deadlines.- Submit accurate Workplace Skills Plans and Annual Training Reports to relevant SETA- Ensure Skills Levies are applied for and recouped in line with the Skills Development Levies Act- Implement and monitor all recoverable grants and service fees in association with the Learnership program and ensure maximum recoverable grants are achieved as per the service level agreement with the relevant SETA'sLearnership project management- Coordinate the Learnership project, partnering with P&C, Business and the Transformation Manager to ensure successful implementation of the program.- Monitor quarterly review progress of learners as per the Learnership program ensuring that all development milestones are met within the allocated timeframe.- Be the central point of contract with the Training providers and ensure that they understand the scope of work and timeous delivery to ensure effective execution of the Learnership program.- Conduct regular feedback and assessment sessions with the service provider and proactively agree on mechanisms to ensure that the learners gain the skills and experience to successfully complete the NQF qualification.- Liaise with the various Business Units to plan any additional training required to compliment the learnership program.- Ensure integrated practices, processes and programs, whilst ensuring compliance to all legislative requirements.- Communicate with Payroll regarding any changes to salary payments in line with progress made by learners and the agreed reward program and payment plan.- Conduct closure reviews of the learnership program, and direct contract extensions of learnerships to People BP where necessary.Study Assistance Program- Manage the Study Assistance program annually for all permanent employees and advise employees on appropriate studies to support career aspirations and IDPs within the framework of the program.- Ensure annual application process is well communicated. Manager applications, review and gain approvals.- Facilitate meeting to recommend which applications to be accepted and ensure within budget.- Present Study Assistance Applications vs budget in summary form to Leadership Team, for discussion and approval.- Submit to People Services for processing and record annual intake in the skills development tracker.Reporting & analysis- Track and report on SETA related funding on a monthly basis.- Monitor training spend and report on Skills development aspects for B-BBEE & EE reporting.- Ensure that all Skills development data presented for tracking, reporting and analysis purposes are accurate so that we can utilize the information gained to make effective talent development decisions.- Ensure that all daily, weekly, monthly reports are maintained and updated on a regular basis.- Regularly report to the People BP on progress of the learning initiatives.Stakeholder liaison- Central point of contact for employee internal and external training.- Obtain feedback from employees/learners following training intervention.- Manage the relationship between SETA's, Sanofi and any other training providers.- Manage any SETA led initiatives as approved by the business including Learnerships, workplace skills opportunities and pivotal programs.- Communicate effectively with all internal and external stakeholders, including the P&C local and regional team and Transformation Manager.- Communicating SETA initiatives, grants and benefits to the employer.EXPERIENCE/ PERFORMANCE CRITERIAQualifications & Accreditations- Business related degree- SDF Accreditation advantageousExperience & Skills- Competent in Skills Development activities (e.g., learnerships, skills programs, skills levies and SETA functions)- Extensive knowledge of SETA's and legislative bodies.- A thorough understanding of the roles, involvement & operations framework, South African Qualifications Authority, Skills Development Act.- In depth knowledge of the skills development framework and associated legislation (e.g., SDA, SDLA, Employment Equity Act (Codes of Good Practice related to EE and B-BBEE), Labour Relations Act and SAQA Act.- Excellent understanding and implementation of talent acquisition policies, procedures and best practices.- Competent in MS Office packages.- Agile project management knowledge will be an advantage Attributes & Behaviors.- Professional, energetic, dynamic and positive team player with great business acumen.- Strong interpersonal skills and great relationship building ability.- Clear communicator with the ability to communicate and influence at all levels – both verbal and written.- Strong problem-solving skills with effective decision- making.- Analytical & detail focused – driven to achieve new standards of excellence.- Structured approach with excellent attention to detail.- Take ownership, be accountable and reliable.- A high degree of integrity and transparency.- Excellent planning, organizational and prioritization skills- Ability to work well under pressure – independently as well as within a team.- Self-motivated, targeted result and deadline driven.PLAY TO WIN BEHAVIORS- Push to go beyond the level we have operated until now:Constantly challenge the status quo focusing on the priorities that will deliver the best outcomes and letting go what won't: be intolerant to mediocracy, believe we can and must do better and aim at higher but never at the expenses of our values and judgment.- Put the interest of the organization ahead of own of those of his/her team:Consider both short- and long-term impact of decisions; puts collective and global goals above individual or local goals; share resources and capabilities with those with the greatest need and impact; enable decision making at appropriate level.- Act in the interest of our patients and customers:Actively engage with customers to know their current and future needs; brings an external perspective into decisions.- Take action and don't wait to be told what to do:Take smart and informed best bets with the information at hand and anticipate the consequences of her/his actions; use personal judgement and others' advice to make bold and impactful decisions which move us forward.Pursue progress, Discover ExtraordinaryBetter is out there.
