Short-Term Expert In Depth Study On Digitisation Description de l'entreprise ATAF strives to build efficient and effective tax administrations in Africa to become the leader on African tax matters, enhance economic... lire la suite African Tax Administration Forum (ATAF) has received financing from the African Development Fund toward the cost of the Regional Institutional Support Project on Public Financial Governance (RISPFG).The Short-Term Expert/Consultant will assist ATAF to develop a database of firm level tax statistics obtained from African countries on indicators related to the taxation of the digital economy, under Pillar1 and 2 of the OECD Inclusive Framework.The expert will also help the Domestic Resource Mobilisation team at ATAF to develop analytics tools that can be customised to the needs of African countries and used to analyse the firm level data from African tax administrations.The expert will help develop selected ATAF members' skills in collecting the necessary data for analysis of the implications of the OECD Inclusive Framework Pillar Two Global Anti-Base Erosion (GloBE) rules.The Individual expert is expected to have among others the following key competencies:A minimum of master's degree in a relevant field (Statistics, Economics, Data/Information Management, Advanced Statistical Analysis, Information Technology,) or any other relevant field.At least 5 years demonstrated experience in data management, database development and archiving, including use of web-enabled platforms and common statistical analysis tools.At least 5 years demonstrated experience in tax and/or non-tax systems development and management, database development, modelling, analysis and/or forecasting.Advanced and demonstrated data collection and analysis skills both in qualitative and quantitative data. In-depth experience in data structure and data manipulation, preferably in a tax related environment.Data science and technologies skills such as SQL, Python and R, Machine Learning, with good report writing skills.Experience in developing countries or within the Sub-Saharan Africa region will be considered a strong advantage.Experience in carrying out at least two (2) assignments of similar nature and complexity in BEPS, Pillar Two and Pilalr one. .Excellent communication and interpersonal skills and ability to perform in diverse and multicultural environment.Excellent writing and presentation skills.Excellent team working skills.
