Senior Provincial Finance ManagerFinancial, Western Cape CPT - CBDR R15 000
We are currently recruiting for a Senior Provincial Financial Manager for our client that is based in the CBD area. The ideal candidate must have a minimum of 7 years experience in the Financial environment and 3 years in a managerial role with a financial related qualification
Financial Budgeting and Forecasting
Conduct detailed budgeting and forecasting for efficient and effective operations for the Province
Present the budget and forecast
Monitor and track expenditure, and maximize cost-benefit ratio's
Identify trends in variances over time
Recommend and advise on budget revisions to the Provincial Managing Director
Submit Divisional budget to Group for review and consolidation Operational Financial Management
Continuously liaise with the Provincial Managing Director on the divisional and group strategy and plans to align the financial plans, priorities and processes
Formulate and implement the Provinces financial plans, priorities and processes
Manage and reconcile Petty Cash
Process Salary Payments and Journals
Check and oversee HR (payroll) related cost allocation, travel claims, and expenditure
Monitor asset value, utilization and ensure that the Asset Register is up to date
Manage and oversee the end-to-end invoicing and payment cycle
Conduct effective Balance Sheet Management
Financial data, information and interpretation as input to Business Cases
Engage in financial planning activities to minimize financial risk on projects
Support Managers to draw up initial budgets for the respective areas of responsibility
Reconcile actual vs budget, and advise on potential risks and issues
Support with requests for funding as well as initiatives to secure alternative funding

General Accounting and Transactional Financial Oversight
Ensure that management account data are accurately presented in the financial system
Oversee all project and divisional financial transactions and ensure compliance to general accounting principles and standards
Ensure timeous payments of supplier accounts and payroll transactions when function decentralized
Monitor and reconcile bank accounts
Manage funder debtors within acceptable debtor days (60 days)
Ensure positive cash balance is maintained by grant and in the division as a whole.
Monitor Fixed Assets and ensure the integrity and accuracy of the Asset Register
Financial Reporting
Confirm the financial reporting requirements with the Provincial Managing Director
Identify key financial indicators for Provincial Financial Performance reporting
Manage and ensure that proper reporting mechanisms are in place to conduct financial reporting
Collate financial data for monthly reporting, clarify variances, and model solutions to address financial variances
Conduct funder reporting in line with funder unique requirements
Ensure that Regional and Constituency Financial Reports are Reasonable, Complete, Allowable and Allocable

Financial and Business Decision Making
Confirm the decision making authorities pertaining to the role
Ensure an in-depth understanding of the key business priorities to be able to successfully prioritize and drive the relevant decision making
Liaise with the Provincial Managing Director and manage all procurement processes
Display an in-depth understanding of the relevant cost and financial value drivers of the Division to be able to identify saving opportunities
Monitor and report back on savings realized
Conduct rigorous monitoring and management of assets
Participate in Business Case reviews to ensure the financial integrity thereof

Auditing and Financial Governance
Ensure that the appropriate financial governance structures are in place and properly communicated to all stakeholders
Monitor adherence to internal financial parameters, and external legislative and governance requirements
Regularly liaise with the Senior Leadership on corporate governance, provide advice and contribute toward the alignment to the relevant legislation and regulations
Provide proactive financial advice, insight, commentary and input to the
Provincial Managing Director to manage and mitigate financial and as such, business risk
Ensure audit readiness
Coordinate the audit process
Review reasonability for all statutory Taxes for compliance (specifically VAT)
Manage and coordinate Audits and provide Audit Feedback
Manage requests for Group Audits and provide necessary feedback.

Cashflow Management
Conduct Provincial, Regional and Constituency cashflow planning
Proactively manage Provincial, Regional and Constituency cashflow and monitor cashflow risks monthly (actual vs forecast)
Advise the Provincial Managing Director on proactive mitigations to put in place to manage risk
Minimize losses that may arise from financial transactions and business operations undertaken by the division
Monitor and track foreign exchange gains and losses to minimize an adverse foreign exchange effect

People Leadership
Ensure that employees have clear understanding of work/role descriptions, targets and goals to perform their functions, and that client needs and requirements are integrated into all work related practices
Ensure that employees have the right resources, skills, tools, equipment, and information to successfully execute on their responsibilities
Effectively manage employee performance and create opportunities for personal growth and development
Proactively align future talent needs through effective succession planning and capacity building initiatives (i.e. training, mentorship, coaching etc.), and advise employees on career opportunities and the requirements to achieve personal growth

Qualification/Professional Membership
Financial related degree with professional qualification, CA, CCMA etc (NQF Level 7)
Business Degree/Diploma Advantageous

Experience
Minimum of seven years’ experience in a financial environment with atleast three at management level

General
To assist the Provincial Managing Director in any activity as may be required from time to time.
All staff members of the DA are expected to participate in the Party’s campaigns and elections and to perform such duties as may reasonably be required of them in this regard
