The successful candidate will be required to effectively lead and coordinate the implementation of M&E systems focused on data collection, analysis, and reporting of results within Anova supported facilities. The M&E Officer will report to the M&E (Technical) Manager and work in close collaboration with relevant programmatic technical advisers, as well as counterparts to ensure that quality data are available to program teams to guide decision making. Key Duties and Responsibilities:Ensure that facility M&E data staff have the tools, access, and training necessary to perform their duties optimally.Engage facility managers and program teams on a weekly basis to discuss challenges with data collection, analysis, and reporting.Maintain effective information databases for project.Compile reports and verify data, validating the accuracy of reports generated from project, prior to submission to donors on a quarterly and annual basis or as directed by the M&E Manager.Provide facility level M&E reports to the program on technical focus area.Ensures effective use and flow of data by understanding the interface between information systems that are used for logistics, vaccine and ancillary item allocation, distribution, administration, tracking, vaccinator registrations, site registration, and monitoring and evaluation dashboards such EVDS.Systems functioning optimally at sites / no controllable barriers preventing system use and functioning.Ongoing Auditing on access and user management on EVDS.Ensures effective use and flow of data by understanding the interface between information systems that are used for logistics, vaccine and ancillary item allocation, distribution, administration, tracking, vaccinator registrations, site registration, and monitoring and evaluation dashboards such EVDS.Systems functioning optimally at sites / no controllable barriers preventing system use and functioning.Ongoing Auditing on access and user management on EVDS.Ensures effective use and flow of data by understanding the interface between information systems that are used for logistics, vaccine and ancillary item allocation, distribution, administration, tracking, vaccinator registrations, site registration, and monitoring and evaluation dashboards such EVDS.Systems functioning optimally at sites / no controllable barriers preventing system use and functioning.Ongoing Auditing on access and user management on EVDS.Data Quality Improvement.Work closely with the Facility Managers, M&E Data Capturers, M&E Manager, and Technical Advisors to implement data collection and data quality improvement plans.Support the M&E Manager on regular data quality drives, setting targets to reduce data capturing and reporting mistakes.Provide supportive supervision on data entry and capturing processes to the data capturers.Data Analysing and Reporting for Facility and Program Performance Improvement.Investigate and resolve queries regarding reporting form all programs and activities.Regularly analyse data trends at facility level to identify patterns observed, preparing monthly reports to M&E Managers and facility leaders.Support to Program stakeholders (DOH and other Health stakeholders). Collaborate with the M&E Manager to resolve any difficulties with program activities and program compliance.Ensure adherence and compliance with relevant norms and policies.Facilitate implementation of key community capacity building initiatives to ensure community-based monitoring and evaluation.Essential qualifications, skills and experience.A relevant qualification to the position.Minimum 2 - 5 years' experience in monitoring and evaluation of public health or development programs.Good knowledge of Microsoft Package.Communication and analytical skills.Exposure to at least one of the health information Systems used (EVDS, Health Systems).Proficiency in Excel, Word, Power point and Excel.Attention to detail.Analysis and Problem Solving.High degree of accuracy in handling and managing statistical data.Oral and written communication.Planning and organising.Good judgement capabilities.Ability to provide coaching and mentoring to junior staff.Capacity development.Closing date: 17 April 2024In accordance with our Employment Equity goals and plan, preference will be given to suitable applicants from designated groups as defined in the Employment Equity Act 55 of 1998 and subsequent amendments thereto.Preference will be given to persons with disabilities.
