Poste proposé : Long-Term Research Expert Development of Data and Analytical System The African Tax Administration Forum (ATAF) has received financing from the African Development Fund toward the cost of the Regional Institutional Support Project for Public Financial Governance – Phase II (RISPFG) and intends to apply part of the agreed amount for this Grant to payments under the contract for Long-Term Research Expert for Development of Data and Analytical System for Africa.
The services included under this project are :
Conducting actual original research on an assessment of tax administration data maturityDeveloping a strategy to engage ATAF member states participating in the projectProject managementDeveloping, Testing and Implementing the database and analytical toolsPreparing and submitting progress reportsManagement of the African Tax Outlook (ATO) Products. The Individual expert is expected to have among others the following qualifications and key competencies :
A minimum of Master Degree in a relevant field (Statistics, Economics, Data/Information Management, Advanced Statistical Analysis, Information Technology) or any other relevant fieldAt least 5 years demonstrated experience in data management, database development and archiving, including use of web-enabled platforms and common statistical analysis toolsAt least 5 years demonstrated experience in tax and/or non-tax systems development and management, database development, modelling, analysis and/or forecastingExperience in big data manipulation and analysisExperience in developing countries or within the Sub-Saharan Africa region will be considered a strong advantageExperience in carrying out at least two (02) assignments of similar nature and complexityStrong analytical skills, familiarity with quantitative and qualitative data collection and analysis methodsExcellent communication and interpersonal skills and ability to perform in diverse and multicultural environmentExcellent writing and presentation skills and excellent team working skillsExcellent command of Microsoft Office and other related tools.
