Détails de l'annonce Poste proposé : Casino Betting and Gaming Expert The African Tax Administration Forum (ATAF) has received financing from the African Development Fund toward the cost of the Regional Institutional Support Project for Public Financial Governance – Phase II (RISPFG) and intends to apply part of the agreed amount for this Grant to payments under the contract for Casino Betting and Gaming Expert.
The services included under this project are :
Documenting a practical guide on how African tax administrations can review applicable laws, rules, and regulations for taxes in the Casino, Betting and Gaming Sector as will be contained in the various Acts.Reviewing and documenting the merits and demerits of having a separate Casino, Betting and Gaming Sector Act. Addressing the challenges encountered in auditing of the Casino, Betting and Gaming Sector.Providing capacity building in this space which can assist the African tax administrations to understand how the Casino, Betting and Gaming Sector operates.Documenting recommendations on applicable auditing standards that are applicable in the Casino, Betting and Gaming Sector.Documenting recommendations regarding staffing and resources necessary for African tax administrations to effectively carry out tax administration and collection responsibilities of the Casino, Betting and Gaming Sector. Profil recherché pour le poste : Casino Betting and Gaming Expert Qualifications and key competencies :
A Master's degree or equivalent in Taxation, Business administration, Economics or any other related fieldMinimum 10 years of demonstrated senior professional experience in providing technical assistance geared towards auditing of the Casino, Betting and Gaming Sector At least 10 years of demonstrated experience in the development of audit notes for the administration generally, but anything specific to the Casino, Betting and Gaming Sector is a plusKnowledge and experience in various jurisdictions of tax administration (experience in handling audits of the Casino, Betting and Gaming Sector will be an added advantage)Significant experience in planning, including the formulation of aims and objectives, with demonstrated ability in setting and managing priorities in line with the audit of the Casino, Betting and Gaming SectorIn-depth knowledge of tax administration organisation, leadership in the civil service and human resource management, and building the capacity of tax administrations and general tax administrative frameworkExtensive experience as advisor to, or interlocutor with, ministers and senior civil servants, and other key stakeholders, especially in the design and development of policies, as well as implementation planningAt least 5 years of demonstrated experience in undertaking similar work within the sub-Saharan region and have a broad understanding of the socio-economic dynamics of African countriesExperience in management and organizational developmentDemonstrated capacity to set priorities in a highly pressured environmentTechnical research and applied skills in taxation lawsGood report writing and good communication and presentation skillsKnowledge and use of virtual platforms for delivery of technical assistanceGood command of the written and spoken English and Computer literacy.Added advantages :
