Job Purpose: The Western Cape Mobility Department has an opportunity for a suitably qualified and competent individual to render an integrated, effective and efficient liaison support service of supply chain management relationships within the department.
Minimum Requirements: An appropriate 3-year National Diploma/B-Degree (equivalent or higher qualification).A minimum of 1 year experience in a supply chain management working environment.Key Performance Areas: Render support to ensure collaboration with various suppliers and stakeholders to optimise procurement activities and streamline supply chain management processes.Act as liaison nodal point between the Department and all external partners.Communication and cooperation.Reporting and Database Management.Supervisory functions.Knowledge Required: Knowledge of procurement and provisioning services, Broad Based Black Economic Empowerment Act, Preferential Procurement Policy Framework Act and its associated regulations, Public Service Anti-corruption Strategy, Supply Chain Management Guide to Accounting Officers and Authorities, Public Finance Management Act (PFMA), 1999, National Treasury Regulations, Provincial Treasury Instructions, financial delegations and best practice in the Public Service, relevant delegation frameworks, service level agreements, supplier management, contract management, strategic sourcing, departmental policies and procedures, Government financial systems, Public sector supply chain management models and processes, Strategic sourcing process across a broad range of commodities in a Goods and Services environment, Mobility procurement market, Contract management including legal aspects in supply chain management and ability to draft heads of terms and input to SLA negotiation, Supply chain management AOS, Delegations.
Skills Needed: Proven computer literacy, written and verbal communication, project management, accounting, finance and audit, economic, financial and statistical analysis, legal administration, planning, organising, problem-solving, report-writing, analytical skills, ability to work under pressure, willingness to work irregular hours and meet tight deadlines.
Remuneration: R 308 154 - R 362 994 per annum (Salary level 7).
Note on remuneration: in addition, service benefits or obligations for qualifying employees (medical assistance, housing assistance, pension-fund contributions, etc) are funded or co-funded in terms of the applicable prescripts or collective agreements.
