QUALIFICATIONS AND EXPERIENCE A Postgraduate Degree in Civil Engineering / Water or other relevant qualification At least 8 years experience operating at a senior management level within a medium-to-large-sized organization At least 8 years experience in the water and sanitation sector Experience in working directly for a municipality/metro is an advantage Experience in Local Government A valid code 08 drivers licence and own vehicle KEY PORTFOLIO AND PERFORMANCE FOCUS AREAS Develop positions and effectively lobby and advocate for enabling policy, legislation, regulations, institutional arrangements and fiscal framework for local government within the sanitation and water sectors Drive a sanitation strategy for SALGA within the broader National Sanitation Policy Framework and provide expert sanitation, including health and hygiene related inputs to relevant intergovernmental and other structures Provide expert inputs on improved sanitation service delivery, including sanitation technologies Guide, support and provide expert advice to municipalities in the areas of sanitation and water services Provide support towards development and training in the area of sanitation and water services Conduct analysis of municipal performance in service delivery and provide guidance in respect of strategies to improve service delivery Develop guidelines to assist municipalities in complying with applicable legislation and policies Represent local government in the development of national and even global policy and legislation in the area of sanitation and water services Undertake benchmarking and knowledge sharing of best practices to ensure effective service delivery within a municipal context Be an expert resource in the area of sanitation and water services to the Portfolio Head: Trading Services and to Provincial Senior Advisors Participate in the SALGA governance structures.
Research and Benchmarking Represent the interests of Local Government Sector Support, Advice and Capacity building of Municipalities: Stakeholder Management and Sponsorships: Assist in development and maintenance of sound relationships with relevant stakeholder Business and Programme Planning: Coordinate and develop appropriate sections of the APP planning process, including the Monitoring and Evaluation Governance, Compliance and Risk Management Multidisciplinary Teamwork
