Overview Lead the demand planning process implementation and input to the supply planning for the Global Health Supply Chain – Technical Assistance (GHSC-TA) programme in support of the South African National Department of Health (NDoH) Responsibilities Support the NDoH to implement robust processes, systems and people capabilities to enhance demand planning and provide input to the supply planning processes Oversee the further roll-out of processes and methods for demand planning within National and Provinces Support the establishment and operationalisation of a centralised national demand planning team Support the centralised demand planning team in generating provincial forecasts and support the provincial engagement and sign-off of the forecast in the demand review meetings Support the consolidation of the provincial forecasts to a national forecast, and provide technical assistance with corrective or preventative action as needed Provide assistance to national and provincial Chief Financial Officers with the development of pharmaceutical budget plans for the next financial year Support the process of ring-fencing the pharmaceutical budget and provide technical assistance with the active review and monitoring of the budget vs actual and forecasted expenditure by provincial personnel Manage the development and review of demand planning KPIs Monitor and escalate demand-side factors likely to impact the predictability of demand on a routine basis Conduct collaborative demand planning with the central Demand Planning Teams at AMD in support of the Contract Management Unit and Contracting Units Provide support to the National Surveillance Centre (NSC) team to help ensure that visibility of the demand planning history and forecast is available on the NSC Communicate national demand plan to the relevant national and provincial customers including Contracting Unit, CMU, Finance; Supply planners and Programme teams Recommend changes to relevant business processes and standard operating procedures (SOPs) and support improved compliance Support further implementation of “advised pull” replenishment planning enabled by the appropriate technology in the provinces Provide support in the review of the National Supply Planning process and systems enablement Qualifications Knowledge General supply chain knowledge Deep knowledge of demand and supply planning Knowledge of project management practices and protocols Knowledge of monitoring and evaluation practices and protocols Familiar with broad concepts such as the national medicines policy, National Essential Medicines Lists/Standard Treatment Guidelines Familiar with the content of the General Conditions of Contract and the Special Requirements and Conditions of Contract, contractual and legislative contexts, including knowledge of good governance Familiar with relevant legislation, including the PFMA, PPPFA and B-BBEE, as well as ABC and VEN inventory classification Good understanding of inventory management, min-max replenishment and segmentation principles Knowledge of risk and exception management Skills and attributes Team leadership and influencing skills; able to shape, direct and influence for the adoption of new ways of working that will address challenges with the supply chain. Problem-solving skills; able to shape, direct and influence the adoption of new ways of working that will address challenges with the supply chain Quantitative and analytical skills including demand forecasting and replenishment planning. Possession of a proactive approach to problem-solving Monitoring & evaluation practices and protocols Good interpersonal skills, including customer orientation, assertiveness and negotiation skills. Advanced MS Excel skills and ability to manage big data Expected Contributions/ KPIs: Forecast accuracy Forecast bias Establish demand planning process across South Africa LEARNING FIELD AND INDICATORS Qualifications Bachelor’s degree/Diploma NQF level 7 in any one of the fields of engineering, supply chain management, statistics, finance, contracting, business, management, public health, or a related field is preferred. A Master’s degree in a field relevant to Demand Forecasting and Planning is desirable. In lieu of a master’s degree, a bachelor’s degree in the same field plus an additional two years of work experience beyond the required minimum years’ experience as per the IDIQ contract may be substituted for a graduate degree; Membership of a supply chain professional body (e.g. SAPICS) is desirable Further training in statistical analysis and training in the use of statistical tools would be advantageous Proven experience in: At least 5 years experience in Demand and Supply Planning and/or procurement or contract management in a public or private sector The leadership of a geographically dispersed team, able to communicate and manage task allocation, oversight and performance monitoring remotely if required Additional Requirements AMENDMENTS TO JOB DESCRIPTION The Senior Manager, as delegated by the executive authority, reserves the right to make changes and alterations to this Job Description, as he/she may deem reasonable, after due consultation with the jobholder.
