The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, with a network of 192-member National Societies.
The overall aim of the IFRC is "to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world." The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC).

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland.
The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas.
The IFRC also has country cluster delegation and country delegations throughout the world.
Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
The Mastercard Foundation and Africa Centres for Disease Control and Prevention (Africa CDC) launched the Saving Lives and Livelihoods initiative in June 2021 to save the lives and livelihoods of millions of people in Africa and hasten the economic recovery of the continent from the COVID-19 pandemic.
The USD 1.5 billion unprecedented partnership supported the COVID-19 vaccination of more than half of Africa's target population, trained, equipped, and deployed 40,000 healthcare workers, created 25,000 additional jobs in the health sector, and expanded Africa's genomic testing laboratories from 2 to 40.
In response to the World Health Organization's declaration to end the status of COVID-19 as a global public health emergency, the Mastercard Foundation and Africa CDC reviewed the program's impact as a primary emergency response initiative and made a strategic shift on the Saving Lives and Livelihoods Program.
Phase II will be a continuation of the commitments made under Phase I.
The next phase will primarily focus on epidemics and pandemic preparedness and readiness as part of the IFRC Health Security Agenda, with focus on strengthening risk communication and community engagement (RCCE) approaches for social and behaviour change as well as for driving acceptance and uptake among health workers.
Additionally, the program is aimed at economic development, which includes activities related to education, capacity building, and/or financial inclusion of the health workforce, among others.
The IFRC and Africa National Societies were selected as implementing partner to deliver the Risk Communication and Community Engagement (RCCE) supporting 29 National Societies.
Together they will support African Union Member States in designing, implementing, monitoring, and evaluating the RCCE activities.
Job PurposeThis position will be responsible for overall quality and effectiveness of the planning, monitoring, evaluation and reporting systems for the SLL Phase II initiative in Sub Saharan Africa & MENA supporting all Africa National Societies and cluster delegations implementing the program.
The position will lead all processes of gathering, validating, and analyzing performance information to inform decision-making and drive performance and quality-driven culture.
Additionally, the position will lead the capacity development of National Society PMER to be able to use data efficiently at the cluster delegation and national societies sub grantees.
In addition to this, the coordinator will be expected to help elevate the importance of PMER in senior NS management for investment in gathering community insights for better programming.
Job Duties and ResponsibilitiesPlanning Support Cluster delegations and National Societies in development of the operational workplans aligned to the microplansReview existing performance measurement framework which includes indicators and log frameDevelop processes/ procedures and tools that support the data collection and analysis in a quality and credible mannerMonitoring and Evaluation: Develop design/review and implementation of data collection systems to measure indicators.Develop guidelines and tools to ensure activity and indicator tracking consistency across countriesEnsure that monitoring and evaluation systems and procedures are well-integrated and aligned with Mastercard Foundation and internal reporting systems and procedures.Provide the necessary training and coaching to staff and NSs sub grantees on how to use the data collection tool.Develop guidelines and processes that allow for monitoring and systematic data collection and use in programme implementation and
