The National Department of Social Development (DSD) and a Consortium of organisations have formed a partnership aimed at improving the effectiveness of the Early Childhood Development (ECD) Conditional Grant. The DSD and the Consortium are looking to appoint a Project Manager – Data Analysis and Coordination (also referred to as Data Coordinator) who will be seconded to the National Department of Social Development in Pretoria. The main focus will be to:
Manage collection, monitoring and reporting of the ECD database and other key data tasks.
Support the pilot of the ECD Management Information System.
Provide support and coordination for data collection in the Provinces.

Key responsibilities include:

Manage the collection, monitoring and reporting of ECD Data
Support Provincial Departments in compiling and collating data using data tools.
Adapt and/or develop data collection tools.
Gather feedback and input on reporting requirements and changes.
Understand the processes and places where reporting happens in each province.
Continuously monitor and track ECD data.
Support the pilot of the ECD Management Information System (MIS).
Input data on the MIS design.
Collate reports from Provinces quarterly and provide feedback on common errors and corrections needed.

Overall coordination and support for ECD data
Train provinces on how to use the data collection tools.
Rigorous engagement with extensive support provided to provinces related to data collection and monitoring
Identify specific provinces who are having challenges with data quality and identify the nature of support required.
Develop a strategy and plan on how to address the data related challenges experienced by provinces.

Key requirements include:
Degree or relevant qualification.
Excellent data management skills.
Experience in data systems and management.
Proven ability to handle, process and analyse complex data.
Demonstrable technical proficiency in Excel.
Proficiency in data analysis packages (e.g. STATA) will be advantageous.
Understanding of both ECD and government systems will be advantageous.
Prior provincial experience/work within provinces will be advantageous.
Ability to communicate fluently in English, both written and spoken.
Exceptional project management skills.
