Essential criteria: Knowledge and skills in developing training material and course modules ? Knowledge of ETDP unit standards ? In-depth knowledge of and competence in HR theory and practice in employee performance management ? Knowledge of evaluation impact and alignment of training with the strategy and performance of the organisation? In-depth knowledge of management and implementation of learnership and internship programme ? Knowledge of management and implementation of ABET programme ? Knowledge of Training and Development-related Labour Legislation and relevant Acts ? Ability to prioritise, resource allocation and deliver on time ? Excellent people/interpersonal skills (in a diplomatic manner) ? Advanced computer literacy in MS Office packages ? Excellent planning and organising skills ? Excellent report-writing skills ? Strong analytical and problem-solving skills ? Service delivery focus and deliver on time? Managing and allocate resources effectively ? stakeholder relations and relationship building ? Ability to promote teamwork? Ability to motivate and counsel people positively ? Ability to take key decisions in complex situations and stand by the decisions taken.
Duties: Training and Development Strategy: Develop and implement a Training strategy for the Authority aligned to the Organisational strategy ? Human Resources Development (HRD) processes: Provide and manage HRD processes which consist of training and development and career development services (career pathing) to ensure the development of staff in order to meet the identified skills gaps of staff in the Authority and comply with legislative requirements of the Skills Development Act and Skills Development Levy Act, as well as National Skills Development Strategy ? Skills Development Facilitator (SDF): Serve as a SDF to assist with the development of the Workplace Skills Plan (WSP) and other skills development related activities, whilst acting as the liaison between the PSIRA and the relevant SASSETA ? Learnership, and internship programmes: Coordinate learnership and internship programmes as well as in-service training ? Induction/Orientation Programme: Coordinate the development, monitoring and implementation of an induction/orientation programme to ensure that staff induction is dealt in an organised and consistent manner ? Management of Bursaries: Coordinate the management and implementation of a bursary/subsidised education scheme to ensure development and up-skilling of employees ? Policy Development: Develop and implement policies and procedures pertaining to training and development ? Training Material Development: Liaise with all departments to define and prepare relevant training documentation and course material. This includes designing, modifying and implementing training courses and methodologies that are aligned to the overall business and training strategies ? Budget: Compile, monitor and control the implementation of an organisational training budget management ? Performance Management: Effectively implement the performance management system.
National Diploma or degree in Human Resources Development, Management or Management of Training coupled with at least 7 years’ experience in Human Resource Training and Development environment of which 3 years should have been at Managerial level ? SDF Certificate will be an added advantage ? Drivers Licence is essential.
