Summary:The Junior Project Manager will be responsible for the collection and validation of road network information, related to bridges and structures, required for reporting on network performance, and to enhance and maintain the Integrated Transportation Information System (ITIS).
Job Description
SKILLS & QUALIFICATIONS:
A B.Eng. / BSc / BTech in Civil Engineering.
Registration as a Professional Engineer/Professional Technologist with ECSA.
COTO Certified Bridge or Culvert Inspector.
At least five years working experience in bridges and structures.
TECHNICAL COMPETENCIES:
Understanding and working knowledge of applying COTO TRH/ TMF asset management guidelines.
Must be able to work alone with minimum supervision.
Ability to examine information and facts in detail to gain a comprehensive understanding.
Natural inclination for paying close attention to details and completing tasks with a high level of thoroughness, accuracy and completeness.
Ability to inspect, validate, analyse and model data.
Ability to evaluate available options and select an appropriate course of action to achieve a specific objective or solve a problem.
Ability to identify and define problems, evaluate available options to address, select the best course of action and implement the selected solution.
DUTIES & RESPONSIBILITIES:
Strategic planning and asset management
Maintain SANRAL Strategic Bridge and Structures Asset Management Policy alignedto ISO 55000.
Ensure SANRAL Integrated Transportation Information System (ITIS) is aligned with ISO 55000 requirements.
Develop the SANRAL’s/RSA policies and standards (COTO TRH/TMH) for the collection and validation of data, and analysis of Bridge and structures network performance.
Data collection and validation
Manage and administer the collection and validation of information related to the condition of network bridges and structures, and other operational issues, according to SANRAL policies and standards.
Ensure that all road structures (bridges, major culverts and in future, retaining wall, high masts etc) nationally are inspected at a maximum interval of 5 years and ensure that inspections are put out to tender well in advance.
Manage consultants responsible for structure inspections controlled from Head Office.
Conduct quality control on structural inspections for signoff and once satisfied sign off on individual inspections.
Liaise with SANRAL Regional Project Managers to ensure that consultants complete and sign off structure inspections by COTO accredited inspectors at the end of projects before issuing of TOC.
Review inspection reports from regions.
Information analysis and reporting
Prepare quarterly reports on bridge network performance. This relates to the traffic weighted and Bridge OCI data called the Bridge Condition Exposure (BCE).
Interact with traffic data collection to make sure that latest traffic data is used in the calculations.
Report structures in poor condition to the regional offices.
Integrated Transportation Information System (ITIS) Management
Register structure numbers in ITIS for all structures nationally.
Manage and administer all facets of SANRAL’s ITIS Solution structure module through liaison with users (including internal and regional users) and service suppliers.
Liaise with the Road Network Manager to report issues/errors and log change requests for enhancements to the ITIS Structures module.
Suggest improvements to existing ITIS modules and spearhead the development of new modules to be added.
