Job Advert Summary PURPOSE: • To manage the effective execution of the payroll and associated payments and structures. • To ensure that quality assurance of the payroll is maintained. • To oversee the Pay As You Earn process in line with South African Revenue Service regulations and legislation. • To serve as the gatekeeper on processes, business rules and governance regarding the payroll function. MAJOR CHALLENGES: • Coordinating and supervising the timely execution of payroll transactions according to the payroll processing schedule. • Managing the quality and timeous input at source in relevant areas. • Ensuring that all employees are remunerated accurately.
Minimum Requirements
QUALIFICATIONS: • Diploma Payroll Management (Essential/Minimum) • Certificate First Line Management (Essential/Minimum) • Certificate: SAP R/3 Consultant (Recommended/Desirable) EXPERIENCE: 3-5 years Relevant Human Resources operations experience – team, project leader, supervisor. Knowledge and experience in the design and application of payroll related systems. Functional understanding of finance and tax related systems and environment. Finance and payroll in a supervisory capacity. Relevant Human Resources payroll, SAP knowledge and experience, financial accounting Importance: Essential/Minimum Involvement: Operational REQUIREMENTS: • Psychometric Assessment (Essential/Minimum) (To be Conducted by Exxaro) • Certificate of Fitness (Essential/Minimum) (To be Conducted by Exxaro)
Duties & Responsibilities
The incumbent will inter alia be responsible for the following: Administration and Document Control • Ensure that documents are available for audit purposes • Apply retention policies and practices within the payroll environment • Ensure Payroll data integrity through quality assurance practices • Benchmark payroll cost, structures and metrics against best practices Compliance, Governance and Assurance • Ensure all payroll related services are delivered in accordance with policies, systems and procedures that are legally compliant and adhere to sound corporate governance principles • Coordinate latest legislative changes to payroll processes, practices and systems • Ensure authorisation frameworks and changes to payroll adhere to governance requirements • Mitigate and report all payroll related risks Customer and Client Relationship Management • Provide specialised advisory support service across different levels within the organisation • Monitor the exchange and preservation of information between operations and individuals in the payroll unit • Maintain trusted partnerships between internal and external customers • Ensure that service level agreements are updated and adhered to and that all queries are timeously addressed Foreign Office Support • Verify and mitigate tax liabilities (Pay As You Earn (PAYE) role) • Manage international payments and cross company journal reconciliations Functional Excellence • Standardise, simplify and speed-up functional processes, eliminate duplication/bureaucracy • Develop and apply functional best practices and promote sharing of best practices through knowledge sharing and training • Drive and execute functional excellence initiatives • Oversee and monitor functional activities at operations • Establish functional/cross-functional forums and Community of Practices (COPs) to ensure functional alignment • Effectively manage matrix reporting • Identify and manage critical functional risks through appropriate mitigation plans and actions Functional Management • Financial management: Prepare/manage function’s budget Forecast and recover costs • Establish measurable functional targets from Group targets. Define and reinforce the link between Group, functional, operational goals, individual outputs, measures and rewards • Performance management: Set and maintain high performance standards. Track and drive functional targets/goals and hold staff responsible for achieving results. Remove obstacles that interfere with performance and manage performance problems • Continuous improvement and functional change: Identify, advocate for and lead functional improvement and change. Create a culture of continuous improvement and change agility in function. • Engagement/communication: Communicate and engage functional employees, including virtuals. Engage with executives, operations and cross-functionally with peers. Represent the function/the Group externally as required • Governance: Ensure function adheres to governance, policies, standards, statutory and legal compliance. Entrench a culture of discipline • Monitor and allocate payroll resources to ensure optimal utilisation • Generate reports on all payroll related cost and cost movements • Proactive identification of cost saving opportunities • Alert on policy and practice discrepancies arising from continuous monitoring and give input to group manager Internal Business Processes • Manage payroll functional area and services to ensure that all payroll processes are successfully and timeously executed • Give final approval for net salaries payment, employee tax certificates, tax/medical/retirement fund deductions and payments to 3rd parties • Ensure system security and access is controlled as per the authorisation framework • Lead, monitor and control payroll performance and establish appropriate synergies with Business Units (BUs) • Communicate all payroll changes to BUs • Ensure implementation of designed payroll procedures • Ensure implementation of optimal technology and infrastructure that supports strategic, tactical and operational payroll management processes • Approve medical and pension fund reconciliations • Approve and ensure the payment to 3rd parties • Deal with escalated queries from medical aid funds People Management • Staffing: Select, appoint and on-board staff • Performance management: Clarify roles/responsibilities and expectations. Define individual performance standards and monitor and measure performance. Reward and recognise high performance. Apply consistent performance and consequence management and take prompt action against non-performance • Talent development: Actively manage talent through regular assessment of employees’ strengths, development needs and development progress. Provide ongoing mentoring, coaching and development feedback to employees. Manage functional talent pipeline and succession planning process. Promote a culture of continuous learning. Encourage and empower team to make decisions • Culture/functional climate: Embody, translate and entrench culture and values in the function and address behaviours that undermine values.
