Job Purpose The Department of Transport and Public Works - Government Motor Transport, Western Cape Government has an employment opportunity for a suitably qualified and competent individual to execute financial and administration activities and aspect regarding the general ledger, budget, banking, cash management, asset register, payment, and financial reports and perform sound financial governance through the improvement of internal control measures, procedures and systems. . This post is stationed in Maitland/Cape Town.
Minimum Requirements
Grade 12 (Senior Certificate or equivalent qualification) with accounting as a passed subject; A valid (Code B or higher driving licence).

Experience in Internal Control.
Key Performance Areas
Perform testing to ensure that the Accounting Officer’s system of internal control is implemented and maintained in the trading entity; Monitor the implementation of financial related systems and procedures; Analyse the internal and external reports; Handle documents control function: Review the memorandum of agreements between various between various functions and the GMT scan centre; Ensure that the original batches comply with financial instructions; Inspect expenditure for Irregular,unauthorized,fruitless and wasteful expenditure: Review expenditure to detect Irregular, unauthorized, Fruitless and wasteful expenditure document is collated and sent to internal control (Transport and Public Works) for processing; Asset verification: Perform asset verification procedures.
Competencies
A good understanding of the following: GMT policies; Standard Operating Procedures (SOP’s), National Treasury Regulations; Provincial Treasury instructions; Public Finance Management Act; Financial procedures; Financial delegations; Financial instructions; Disciplinary and grievance procedures; Fleetman system; Proven computer literacy (MS Office); Oracle EBS and GRAP; Written and verbal communication skills; Proven computer literacy.
Remuneration
R173 703 per annum (Salary Level 5) Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.
