Requirements
NQF 7 qualification in Development Planning, Development Economics or any relevant qualification as recognized by SAQA. A post graduate qualification will be an added advantage.3-5 years working experience in the related environment and 3-5 years’ experience in Junior Management level within the related environment. EB Driver’s License. Skills and knowledge required for the function are Project Management, Strategic leadership, Financial Management, People Management, Networking, Stakeholder relations, Client orientation and customer focus, Interpersonal skills, Programme Design and Delivery, Service delivery and innovation.
Duties
Develop, review and promote policy frameworks and strategies to ensure the development and maintenance of a comprehensive and tailor-made solutions for sector and industry development. Develop and review growth enhancing strategies for the resource-based sectors, with a particular focus on the construction sector. Develop and review policies and strategies that advance coordination and cooperation amongst the different spheres of government. Develop implementation guidelines for reviewed policies and strategies. Drive economic sector strategy development and analysis process to support departmental objectives. Develop strategic plans for the development and re-industrialization of strategic industrial areas. Determine if current policies and strategies are still relevant or if they should be reviewed. Benchmark against best practice strategies, policies and common practices in accordance with sector development strategic objectives. Identify implementation challenges with existing sector strategies and mechanisms. Design new programmes and mechanisms to accelerate the growth and sustainability sector and industry. Coordinate the development of skills within the Resource Based (Primary) sectors. Align employment creation and growth with the provincial and national development plan. Consult with stakeholders in the national, provincial and local governments, private sector, international organisations and entrepreneurs. Communicate new and improved sector policies and strategies. Collaborate with staff within the department, other departments and private sector in the development of policies and strategies for resource based (primary) sector. Prepare speeches and briefing notes for the political office bearers on the development of policies and strategies for resource based. Correspond with research and educational institutions on the policies and strategies on resource based. Assess progress; generate information for policy and strategy management and decision making. Report monthly, quarterly and annually on sector policies and strategies. Assign duties and responsibilities and manage individual performance within the Sub directorate.
