Reports to:Project Manager(Direct);Manager – Project Controls(Functional)

Main Purpose of Job:
Technically qualified and experienced staff for implementation of project controls best practices to support the project management team to execute projects on time, on budget, and to specification.
Utilize WorleyParsons (and/ Client) WBS & coding structures, comprehensive scheduling systems & tools capable of providing milestone, summary level, and detailed work schedules on projects
Effective and result oriented, interfacing with the PMT and/or departments to perform job efficiently.
To manage cost against the approved budget including timely and accurate reporting and forecasting.
To identify scope and/or estimating changes and establish the impact on the project final forecast cost.
To provide information to facilitate management decision making.
To provide a proactive service which integrates with all disciplines throughout the organization.
Key Responsibilities/ Accountabilities:
Interface with Project stakeholders to develop, monitor and control project schedules, costs & quantities. Application of skills and methods to execute the project on time, budget, and specification
Interface with Project stakeholders, including finance and accounting, to prepare written schedule and cost analysis and report on timely and accurate forecast of project cost & schedule
Interface with stakeholders for stringent Implementation of MoPC
Development & update of PEP, including WBS, CBS, Risk management, contingency
Interface with the PM and Finance to prepare monthly internal reports (PCS, FCS, MPRD)
Project Close out and benchmarking
Essential Skills/Experience:
Skills/Competencies:Capable of application of skills and methods in cost control, estimating and planning engineering as contained in WPMP & EMS standard practices. Understanding of project delivery phases, activities performed in each phase and deliverables at the end of each phase. Good experience working on EPCM contracts, in working on projects in various industrial sectors. Knowledge of, and the interrelationship of a good technical project scope definition, quality of the schedule and estimate, construction sequence and execution, procurement and contracting strategies, commissioning and start up. Working knowledge of coding structures for EPCM projects – WBS, CBS, SBS, Client Coding Requirements, calendars, activity codes & values, activity identification assignment, etc. Working experience with cost control software; able to put activities in CBS, assign resources (in conjunction with SBS), identify critical or high risk activities, producing S-curves, and do analysis on how long it will take to accomplish the project. Understanding of cross-functional interfaces with, and deliverables engineering, procurement – materials & sub-contracts, estimating, cost management, construction & commissioning, safety, quality, finance/accounting, and document control. Capable of managing impact of change & trends and resulting re-baselines. Capable of developing and managing EPCM progress through activities and deliverables using earned value (EVM), cost and schedule performance indicators CPI / SPI / MPI. Working knowledge of Earned Value Measurement (EVM) in engineering, procurement & construction. Intermediate experience with cost management systems and tools (including Time Management systems). Working knowledge of cost risk analysis process and tools – quantitative. Ability to work well as an integral part of a large project team that includes the customer, engineering disciplines, construction management team, and 3rd party suppliers. Capable of developing and delivering a professional presentation in slide show, report and verbal format for an audience of 5+ persons. Effective analytical and problem-solving skills. Effective communication skills both verbally and in writing with superiors, colleagues, individuals both inside and outside the project team. Capable of producing accurate and credible deliverables, and the ability to meet deadlines. Express independent ability in administering the cost control functions. Capable of Building Effective Business Relationships. Dealing with Change. Can operate in environment of complexity. Ability to work in a matrix structure.
Experience:A minimum of 5 years of progressive project controls related experience in project TIC & services cost management, earned value & risk analysis, cash flows, invoice, performance measurement, and milestones & project auditing.

Special Conditions Attached to the Job:
Travelling / posting to project sites is inherent in the nature of this role.
Cost analysts usually work alone, but they also work with Project Managers to explain financial issues and provide other co-workers with any needed training.
Must achieve an overall COMPETENCY ASSESSMENT RECORD SCORE of 65% or higher, with a good rating in Category C – Leadership & Personal Attributes.

Education/ Minimum Requirements:Degree or Diploma in Quantity Surveying or Cost and Management Accounting or similar accredited qualification. Certification and membership by AACE (Association for the Advancement of Cost Engineers) or PMI (PMP) or similar accredited project management institute. Willing to undergo rigorous in-house WorleyParsons PCDP and quality training Technical and leadership training and/or related seminars.
