INTRODUCTION

The South African Red Cross Society (SARCS) is a NOT an NGO. It is a National Society that was constituted on the basis of International

and domestic law by virtue of the South African Government being signatory to the Geneva Conventions, which compelled her to establish the Society by an Act of Parliament in 1921 and subsequent South African Red Cross Society and Legal Protection of Certain emblems Act of 2007, as a voluntary humanitarian relief and development Society, auxiliary to the public authorities in the humanitarian field.

SARCS forms part of the International Federation of Red Cross and Red Crescent Societies (IFRC), which is the largest humanitarian network globally, operating in 192 countries.

JOB SUMMARY

The Chief Executive officer of SARCS is responsible for;

Managing the operations of SARCS and ensuring compliance with approved policies, procedures and standards

Guiding and overseeing financial, personnel and administration functions

Ensuring timeous reporting to donors, Board of Directors and International Federation of Red Cross and Red Crescent Societies (IFRC).

MAIN DUTIES

Human Capital Management

Develops and manages Human Capital by engaging competent and properly trained staff, planning and directing the Society's work schedule in a manner that optimises its effectiveness, assesses performance on a regular basis, and, where necessary, provide or obtain relevant training for personnel management development.

Advices the General Assembly on policy and statutory matters.

Undertaking yearly staff evaluation with all staff

Being evaluated yearly by the Chairperson on behalf of the Board

Managing and developing the human resources (staff and volunteers) available to the society.

Reporting to and attending Board of Directors meetings as Chief Executive Officer of the National Society and ensuring that the Board and other Committees are fully informed of the activities of the National Society.

Financial Management

Managing the financial resources of the society through timely preparation of budgets ensuring proper financial controls, accounting systems and proper authorisation and expenditure procedures are in place as well as ensuring that the society's property and equipment are properly safe guarded, insured and maintained.

Ensuring that the annual financial audits of SARCS programmes are prepared

Ensuring ongoing monitoring, controlling and evaluation procedures of all SARCS programmes in order to optimise the services provided by those programmes.

Ensuring that all money entrusted to the society is accounted for and used for its expressed purpose.

Initiating and undertaking resource mobilisation and fundraising activities for SARCS including corporate sponsorship and managing relationships with donors.

Assuming overall responsibility for adherence to financial policies and donor standards.

iii. Resource Mobilisation

Managing and reporting on the management of all resources of the society with particular reference to financial, assets and Human Capital**

Assisting the Board of Directors to mobilise funds, assets and equipment for the National Society

Leadership

Ensuring that the Society has effective financial, personnel and administrative policies approved by the Board and General Assembly.

Preparing the Society's Annual plan and budget for Board approval.

Preparing reports and Board pack for Board meetings.

Representing SARCS at high level National, Regional and International meetings.

Leading the implementation of SARCS strategic plan

Ensuring effective networking, liaison and collaboration with all stakeholders (Development partners, Non-Governmental Organisation (NGOs), International Non -Government Organisations (INGOs), Private sector, Local authorities, Media and Communities.

Establishing sound working relationships, as an auxiliary to Government with Departments of Health, Social Development and International Relations and Cooperation.

Serving as Board Secretary.

POSITION REQUIREMENTS

Education

Degree in Community Development, Social Sciences, or Equivalent. Masters degree will be an added advantage.

Experience

At least fifteen (15) years work experience, 10 years of which should have been in a Senior position, preferably in a Human Services organisation, with the following competencies;

Proven track record in Programme Management, Monitoring and Evaluation

Experience in managing human and financial resources

Demonstrated skills and experience in strategic management

Demonstrated fundraising experience

Proven track record in Institution capacity building, administrative and financial systems, preferable in a humanitarian organisation.

Experience with working with Boards of Directors

iii. Required Skills

Superior oral and written communication skills

Strong Interpersonal communication and negotiation skills in high level settings.

Experience working with government and non-governmental organisations

Ability to work with a board or management committee

Ability to write project plans and to implement, monitor and evaluate projects

Excellent team builder and experience in managing an office and a cohesive team of staff

High level of maturity and emotional intelligence
