JOB PURPOSE

Organisation is looking for a highly skilled, experienced, results driven, self-directed leader with sound judgement and strong business acumen who will contribute towards our higher purpose and service orientation. S/he will be responsible for the formulation and implementation of the Organisation finance and accounting strategy and to deliver on end to end financial management processes in line with the PFMA and Treasury Regulations. In addition, he/she will provide inspirational leadership in order to enable business to translate the Organisation vision and strategic intent into a world class taxpayer service and delivery operation through sound financial management practices.

RESPONSIBILITIES

The main purpose of this role is to lead the formulation and implementation of the Organisation finance and accounting strategy and to deliver on end to end financial management processes in line with the PFMA and Treasury Regulations. This role is responsible for managing the organisation ’s finances, including financial planning, revenue management, management of financial risk, financial record keeping and financial reporting. The role falls within the Enterprise Services and Support Cluster and is accountable to the Commissioner.

Engagement with internal stakeholders to ensure effective management of interdependencies.

PROCESS AND GOVERNANCE:

Develop design an integrated finance strategy and processes that address financial accounts, Organisation own accounts, to support Organisation business performance continuity.
Champion the finance policy framework and objectives with internal partners to ensure integration and compliance with the Public Finance Management Act (1999 (Act No. 1 of 1999) (as amended by Act No. 29 of 1999.)
Oversee and lead the development, monitoring and implementation of finance policies and procedure in line with PFMA and Treasury Regulations in order to ensure compliance and promote sound financial management.
Oversee and lead the budgeting process in accordance with National Treasury guidelines and to monitor the utilization of budgets within the organisation.
Anticipate economic and legislative changes, scan external environment develop financial models for Organisation in the long term.
Drive financial reporting excellence through benchmarking, reporting and the implementation of feedback and risk reports that enable a higher quality of management decision making.
Provide periodic reports, analytics and metrics on the feasibility and implications of changes to organisation strategy in the light of organisational capability, performance and cost management.
Consider the effect of financial decisions on the long-term strategic objectives and the integrity of the organisation.

QUALIFICATIONS EXPERIENCE REQUIRED

Relevant Master’s Degree (NQF 9)
15 to 18 years related experience as a senior finance professional
8 to 10 years ideally at executive management level responsible for enterprise financial management activities.
Applicants should be certified as accountants, preferably with the CA (SA)
