Job Details

Real Estate: identifying new premises, locations and buildings, leasing real estate, buying and selling property, construction and maintenance.
Job Purpose

To perform accurate cost estimation on client requirements and project scope for all Real Estate Services projects within South Africa in order to maximise the successful costing and commercial control of each project.
Provide specialist technical expertise to the Standard Bank Group Procurement Function in order to finalise contractual agreements with suppliers and vendors and form part of
the Cross Functional Sourcing Team to evaluate pricing, technical, commercial and other criteria.
Key Responsibilities/Accountabilities

Risk, Regulatory, Prudential & Compliance
• Compare costs of different conceptual designs and / or architectural branch layouts in order to select the optimal vendors and service providers for RES Retail construction projects within South Africa.
• Obtain independent professional (engineering / quantity surveying) input on Variation orders that are being disputed in order to ensure the most appropriate decisions and actions.
• Review Bills of Quantities and quotations associated with Furniture, Fittings and Equipment. Validate the accuracy of drawings considering the baseline, policies and business requirements for all Real Estate Services projects within South Africa.
• Develop and compile all the required documentation for the tender which may include, but not limited to, the Bills of Quantities for pricing and specification documents to ensure adherence to all Procurement requirements.
• In conjunction with the SBSA Procurement and Legal teams, review contract disputes and provide recommendations.
• Facilitate and manage demand planning, vendor and user meetings to validate requirements or suggest or implement specification adjustments in order to realise successful construction projects for the RES Function within South Africa.
• Collaborate closely with the Procurement Function to negotiate building contracts for all Real Estate Services Retail projects within South Africa.
• Prepare Bills of Quantities (BOQ) and other tender documentation to acquire fair and equitable tenders for all Real Estate Services Retail projects within South Africa.
• Provide technical subject matter expertise to the Procurement Function in order to finalise contractual agreements with suppliers and vendors for all Real Estate Services Retail projects.
Physical Infrastructure
• Review the lease agreements in order to determine the build and cost responsibilities of the landlord and the Bank and advise all relevant stakeholders accordingly.
• Review drawings and specifications for each Real Estate Services construction project and determine through a detailed analysis of the Turnkey Bills of Quantities that rates, quantities, and timelines are accurate to enable the vendor contracting process for the project.
• Validate and approve variation orders submitted by Turnkey Contractors and other Suppliers in order to ensure adherence to all regulatory and contractual requirements.
• Conduct research and implement new construction products and methodologies in order to improve time to build, construction cost and product quality.
• Develop costing models and estimates to calculate the costs to revamp or build new various types of points of representation for Standard Bank South Africa.
• Analyse drawings, scope of works specifications and any other information to prepare comprehensive cost estimates. Liaising with client on all changes in scope, questions or clarifications needed in preparing the estimates.
Data
• Measure data integrity of source data for accuracy in order to accurately calculate standard prices for build activities from the data collected.
Financial Management
• Perform accurate cost estimation based on client requirements and project scope to ensure fair and accurate finalisation of projects.
• Prepare feasibility studies and budgets for proposed Real Estate Services Retail projects within South Africa.
• Evaluate different cost drivers with a view to reduce costs on all Real Estate Services construction projects within South Africa.
• Develop and maintain cost and / or space calculation templates in order to maximise the successful costing and commercial control of each project.
• Apply error analysis techniques to improve accuracy and refine forecasts Quantity Surveying methods, systems and processes.
• Prepare and present detailed Project Cost Management Reports at the appropriate forums to ensure informed decision making.
• Act as the financial and development consultant to all construction and property development Retail projects within Standard Bank, South Africa, to advise clients on the optimal use of funds as well as strategies to maximise human and physical resources.
Preferred Qualification and Experience

• A first degree in Quantity Surveying or Civil Engineering would be a minimum requirement for this role.
• Certification as a Quantity Surveyor would be required as this role acts as the financial and development consultant to the construction and property development for the Bank, providingadvice on the optimal use of funds to maximise resources.
• 5-7 years experience and knowledge of Procurement processes and analysis of tenders. Familiarity with cost management. Ability to evaluate potential suppliers using criteria such as industry experience, capacity, quality standards and financial stability.
